When Something Feels Off: Developmental Concerns, Early Intervention & What Happens Next

Trusting your instincts as a parent is hard when you’re not sure what you’re looking for. You notice something — your child isn’t talking as much as other kids their age, or they’re struggling with something their sibling wasn’t at this point, or there’s a behavior that doesn’t seem to be resolving. You don’t want to overreact. You don’t want to create a problem that doesn’t exist. You keep waiting to see if it gets better.

This article is for families in that waiting place. Here’s what you should know about recognizing developmental concerns, how to access support, and what the process actually looks like.

How to Recognize When a Concern Warrants Evaluation

Not every developmental difference needs a formal evaluation — but some do, and earlier is almost always better. Here are signs that suggest it’s worth talking to your pediatrician or requesting an evaluation:

  • Skill regression: Your child loses skills they previously had. This is one of the most significant flags across all developmental domains.
  • Milestone gaps: Your child is significantly behind peers in language, motor skills, social development, or cognition — not just at the edge of the normal range, but noticeably delayed
  • Persistent concerns despite time: You’ve been waiting to see if it resolves, and it isn’t resolving
  • Your gut: You know your child. If something feels wrong to you — even if you can’t fully articulate it — that warrants a conversation
  • A teacher or caregiver raised it: Professionals who observe many children across the developmental range sometimes notice things that are hard to see when you’re in the middle of daily life

Common areas of concern that often benefit from early evaluation:

  • Language delays or differences (late talker, limited vocabulary, difficulty being understood)
  • Motor delays (late to walk, difficulty with fine motor tasks, coordination concerns)
  • Social and communication differences (limited eye contact, difficulty with peer interaction, restricted or repetitive behaviors)
  • Hearing or vision concerns
  • Sensory sensitivities that interfere with daily functioning
  • Attention and behavior challenges that seem beyond developmental norms

Early Childhood Intervention (ECI) in Texas: Children Under Age 3

Texas’s Early Childhood Intervention program is one of the most valuable — and underutilized — resources available to families of young children. Here’s what you need to know:

What ECI Is

ECI is a statewide program that provides evaluation, assessment, and services to children from birth to age 3 who have developmental delays or disabilities, or who have conditions that are likely to result in developmental delays. Services are delivered by trained specialists — speech-language pathologists, occupational therapists, physical therapists, and developmental specialists — in the child’s natural environment, which usually means in your home or at childcare.

It’s Free

ECI services are free for eligible families regardless of income, insurance status, or immigration status. This is a federally-funded entitlement program. You have a right to these services if your child is eligible.

How to Access ECI

You don’t need a doctor’s referral to request an ECI evaluation — you can refer your own child. To start the process:

  1. Contact your local ECI program. You can find programs at the Texas HHS ECI website or by calling 1-877-787-8999.
  2. An intake coordinator will collect information and schedule an evaluation.
  3. The evaluation must be completed within 45 calendar days of your referral.
  4. If your child is found eligible, you’ll work with the ECI team to create an Individualized Family Service Plan (IFSP) — a plan tailored to your child’s and family’s needs and goals.

What Services Might Look Like

Depending on your child’s needs, ECI services might include speech therapy, occupational therapy, physical therapy, developmental intervention (working on cognitive and social skills), feeding therapy, or family support and coaching. Services are typically delivered in your home or childcare setting — not a clinical office — which means your child learns in the context where they actually live.

School District Evaluations: Children Ages 3–5

When a child turns 3, ECI services end — but the public education system’s obligation begins. Under the Individuals with Disabilities Education Act (IDEA), school districts are required to provide free evaluations and services to children ages 3–21 with disabilities or developmental concerns that affect their educational participation.

How to Request an Evaluation

Contact your local school district’s Special Education department and make a written request for a Full Individual Evaluation (FIE). This is important: the timeline and protections start when you submit your request in writing. The district has 60 calendar days to complete the evaluation.

What the Evaluation Includes

A comprehensive evaluation typically covers cognitive development, language, academic/pre-academic skills, social-emotional functioning, and any specific areas of concern. It’s conducted by a team of specialists.

If Your Child Qualifies

If the evaluation finds that your child has a disability that affects their educational participation, they’re entitled to an Individualized Education Program (IEP) — a personalized plan that may include specialized instruction, speech therapy, occupational therapy, behavioral support, and other services, provided at no cost to your family.

If the District Disagrees with You

You have rights. You can request an Independent Educational Evaluation (IEE) at the district’s expense if you disagree with their evaluation. You can request a meeting to discuss findings. You can bring an advocate. Understanding your rights as a parent in the special education process is important — organizations like Advocacy, Inc. Texas can help.

What Parents Can Expect from the Process

Early intervention can feel daunting, and many parents worry about labeling their child or opening a door that can’t be closed. Here’s the truth:

  • Evaluation is not a verdict. An evaluation tells you what’s going on so you can respond appropriately. Not knowing doesn’t make a concern go away.
  • Early support is the most effective support. The brain’s plasticity is highest in the early years. Interventions that take months at age 2 might take years at age 8. Early help is not a last resort — it’s the best resort.
  • Most children make significant progress with support. Developmental delays in early childhood often respond remarkably well to targeted intervention.
  • Labels open doors, they don’t close them. An IEP is a tool, not a life sentence. Children grow out of classifications, ages out of programs, and carry their competencies forward.

How BKP Supports Families Navigating This Process

At Brainy Kids Place, our teachers observe children across all developmental domains every single day. We see children at play, at meals, in transitions, and in group interactions — across many contexts that are hard to observe in a brief clinic visit.

When we have concerns about a child’s development, we bring them to families kindly, clearly, and with support — never as a verdict, always as a partnership. We can share specific observations, provide documentation for evaluations, and help families understand and navigate the ECI or school district process.

We also know that hearing a concern about your child’s development can feel overwhelming. We take that seriously. We won’t tell you something that worries us and then leave you alone to figure out what to do next. We’re here to walk alongside you.

Have questions about your child’s development? Schedule a tour at Brainy Kids Place and meet our team — we’re always glad to talk with parents about what we observe and how we support children.
